What you are missing is an important factor of Signal's core design:
It's originally was an SMS app which required a phone number capable of
receiving SMS messages. As it grew into a replacement for SMS, they
already had an entrenched userbase using phone numbers as unique
identifiers.

You can switch the desktop client to developer mode and use it without
linking to the app, but I don't know how well it works in this mode:
