Yes, well, we all know how well the USA PATRIOT Act and Protect America
Act have curtailed warrantless surveillance of the general population.
The most effective use of large-scale computing facilities is running
them full bore all the time. Anything less than that is a waste of
power, cooling, operators' salaries and the cost of the hardware itself.
If the NSA has an RSA factoring supercomputer capable of factoring RSA
keys in useful time then then the most effective use of that facility is
factoring every RSA key the NSA scoops up.
