I was just about to suggest the same thing. Also, in the distant past
I vaguely recall installing some software or other that insisted on
installing and enabling its own dhcp server, without even asking if
you wanted that. I can't recall what it was, though I have a vague
notion that HP was involved in some capacity. At any rate, it's
possible that your coworker has installed a dhcp server on his laptop
that's configured to give out addresses on the 192.168.* subnet, and
doesn't even know it.
