That hasn't been my experience. When servers I or my clients use have
been moved, I've received notification. Perhaps your friend didn't pass
them on. (I've also used non-Dreamhost DNS to point to DH hosted
domains. I've never observed an IP address change aside from the
aforementioned server moves.)
