This could be the BIOS being conservative. I have 4x2GB OCZ rated 4-4-4-12 at 2.2V but the BIOS defaults to the more conservative 5-5-5-15 at 1.9V -- which causes them to fail for insufficient power. They run flawless with the BIOS set manually to 4-4-4-12 at 2.1V
