All video is normally scaled to whatever output resolution is on
your X session. You can turn this off if you have good Xrandr
support and multiple modes defined, in which case MythTV will
try to change the output resolution to match the source.

No, and no. TiVo doesn't detect commercials at all. There is a
semidocumented 30-second-skip button available.
