glabels is a good program for labels of just about every kind in the universe.
You tell it the label you have (e.g. Avery 15160) and it helps you not only do
the mail merge, but also design any layout. There is "Mail Merge" help and
tutorial in the program help.
I've used it for CD (disc) labels to do the artwork and text.
