Open Source Web development tools

I installed Kompozer on my 12 YO daughters computer, copied all the
digits photos there, and let her loose on the family website.

She did a very good job, but one thing I noticed, and perhaps this is a
characteristic of WSIWYG editors. Most of the digital photos were
around 2000x3000 pixels but she reduced the display size to the 300 to
600 pixel range. I would expect an editor to create a smaller image
files, but instead Kompozer attempted to use the original images and let
the web browser take care of scaling.

I say attempted, because the jpgs rapidly exceed the 10MB (!) limit for
rcn customers.

Do any of the FOSS WSIWYG editors have an image editor included?
