Bandwidth throttling?

I have a problem at work where somebody downloading a large file
saturates our T1 and stops our staff dead in their tracks. The staff
depend on a couple applications that they run over Citrix from a
Windows server in Europe. Our local servers are all Redhat and
CentOS, and our network equipment is primarily Cisco.
Is there an easy way to throttle download bandwidth, or at least
to guarantee that the Citrix data streams get priority?
