I had to do this a few weeks ago when setting up DocMGR. As I recall,
I had to adjust three different settings in php.ini before it worked.
memory_limit - Maximum amount of memory a script may consume (8MB)
post_max_size : Maximum size of POST data that PHP will accept
upload_max_filesize : Maximum allowed size for uploaded files
