You might try the
smbldap-tools
package, but it's not clear to me if that only works with Samba servers or if
it would work with a Windows-based PDC. From the readme:

a Windows NT 4.0 PDC Server to a Samba-LDAP PDC Server (Killer?;-):
smbldap-populate, smbldap-migrate-groups, smbldap-migrate-accounts.

Other than that, a general LDAP administration tool (like 'lat') might work.
