cups admin problem with Ubuntu

Would someone please suggest solutions to setting up my cups server in
Ubuntu. I am running Dapper Dan on my laptop and would like to access
my network printer connected to my ASUS router. I can not set up my
network printer. I tried to do it using the web based administrator
http://localhost:631
It will not let me do this. I appears to me the problem is that I
don't have root access since Ubuntu does not enable it. I previously
had no problems connecting the laptop using Debian. I tried
everything that I can think to get this thing to run. I have even
reloaded the drivers out of desperation. The problem is that the
administrator won't let me modify the printer. I modified the file
/usr/local/brother/cupswrapper/cupwrapper-MFC7820N
to use a network printer rather than usb by adding line:
lpadmin -p MFC7820N -E -v socket:192.168.1.5 -m brmfc7820n_cups.ppd
The system is still trying to access the USB port
Here is my error_log after attempting to modify the printer using the
web administrator:
