job posting policy, wiki

[Tom Metro]

When referring someone to BLU as a place to post Linux job openings I 
noticed we have no job posting policy at:
http://www.blu.org/

Also, how about switching the site to a wiki?

(The same was true over at bostom.pm.org, but they're running a wiki, so 
I was able to fix the omission.)
