cvs and wincvs error

First, make sure that your server is listening on port 2401:
If it is not, you will get a connection refused error.
To do this, you must have xinetd running, and you can add a section
into /etc/xinetd.d:
service cvspserver
{
socket_type = stream
protocol = tcp
wait = no
user = root
passenv =
server = /usr/bin/cvs
server_args = --allow-root=<path to cvs root> pserver -f
}
And call this cvspserver.
