Essentially, the FAA left open the owners of the wires to determine if
they are going to share the bandwidth with other providers. Currently
both Comcast and the regional Bell's share their facilities with
companies like AOL, Earthlink, Speakeasy and others.
When the net effect will be is questionable. But, the local physical
lines are regulated by both the states and the communities. That is one
reason why there is a community public access TV channel on your local
cable.
I'm sure that AOL, Earthlink, and Speakeasy will find ways to continue
to offer broadband service.
