It seems the usual context of the terms "legacy keyboard" and "legacy
mouse" is to describe BIOS capabilities that let USB keyboards and mice
work with the BIOS just like traditional keyboards and mice. Although
the connection isn't obvious, perhaps the message is related to that
capability.
Your description doesn't sound like anything's broken. Pauses during
boot aren't exactly unusual.
