This is true of every employee I have (that I would have to replace them
if I lost them). By this logic, though, I could say that there are good
engineers out there right now because I can't just walk up and tell all my
existing employees that I am going to re-evaluate their quality and see if
I can upgrade them to someone better.

One of the engineers in question lives in New Hampshire. He used to live
down the street from me, but moved when his wife got a new job. She just
had a baby. I believe that he has his license, he speaks excellent
english, and pays his taxes. As far as I know he is doing all the
paperwork necessary to stay here and become a citizen. I am sorry that
you are out of work. But I honestly don't think that this guy deserves
to be bumped out of his job through no fault of his own. I have
seen plenty of *American* engineers who produce lower quality work than he
does, why can't I get rid of them and give you a job?
