lilo or grub re-installation

I have my computer setup with GRUB to boot windows me and linux but today for some grub won't let start either OS it keeps bringing me to the command-line.So I had no choice but to use my windows CD as a start up disk and use "fdisk /mbr".I wanted to know if LILO or GRUB can be installed from within windowsGet more from the Web.
