Linux Friendly ISP (and reliability of e-mail service)

One further question: Are ISP's in general good about
reliably sending/receiving e-mail?

I've had some problems with lost e-mails from my yahoo
acct; when In tried to follow up, all I could get back was
canned responses. ("Did you make sure you typed the email
address correctly?" etc.)

Everything seems good with a pop account on 110.net. But
then I started using a pop mail on a domain hosted at
powweb.com, and again yesterday I didn't receive an email I
know was sent to me.

Um, Arrggghh ??
