Programming language to develop CAD software

Hi all,
I have totally no experience in CAD development or even graphics programming
in C.
Could anyone advise on anything I could read up on?
It's a school project and I definitely want it to be impressive. But, I
don't know how to start off with c++, qt, or tcl/tk for doing this sort of
programming.
Please help.
