Who has port X open?

Not to change the subject or anything, but in the midst of
the deep philosophical debate, does anyone happen to know:
How can I tell what program has port X opoen?
There are some ports open that I can't identify. I do know
that netscape likes to keep ports open long after I've hit
the back button. But it'd be useful to be able to see who
is talking to whom. Some of those connections might be good
to shut down.
I've learned the answer to this question on a number of
other unices, and so far every one of them has been
different. I don't seem to see the answer anywhere in the
linux docs, and I'd expect that there's a way to do it.
