Bill,
www.tecsat.com.br appears to be an ISP of some kind "Tecsat Internet".
.br means they're in brazil. I would start with an email to
abuse at tecsat.com.br That would be the standard ISP email address for any kind of
complaints. Email is a lot cheaper than calling.
