On RH 5.2 they are in /usr/sbin:
ls -l /usr/sbin/ipo*
-rwxr-xr-x 1 root mail 470660 Sep 11 1998 /usr/sbin/ipop2d*
-rwxr-xr-x 1 root mail 473652 Sep 11 1998 /usr/sbin/ipop3d*
The BLU server was built from the Red Hat 5.2 CDs.
