Out of Free Storage error

The
mkswap /dev/hda6
gives
Setting up swapspace, size = 35057664 bytes
But
swapon -a
still gives
swapon: /dev/hda6: Device or resource busy
and
swapon -s
gives
swapon: /proc/swaps: No such file or directory
There are no /proc/swap* files
And fstool still opens with the warning
Partition /dev/hda6 seems to have been deleted.
Shall I remove it from /etc/fstab.
Thus mkswap reports itself successful but the other indications are not
positive.
