newbie questions

Hi:

I have a couple questions regarding installation of linux:

1. What is the difference between sbpcda an sbpcdb?

2. I would like to dial up my PPP account from linux. I am not 
    connected to anywhere otherwise. What network packages 
    do I have to install or skip.
